ROM
A ROM (from “read-only memory”) is a digital image of a game cartridge or disc that an emulator loads. The technology is neutral; the legal question is entirely about ownership — a ROM is legitimate when it is a copy of a game you legally own, and otherwise it is not. Handheld Verdict never provides, links, names, or explains where to find ROMs, and all of our emulation coverage is framed around a library you already have the right to. We review the hardware; sourcing the games is on you, legally.
